<p><a href="http://handpdx.org/blog/wp-content/uploads/2009/05/cac02_draft-alternatives_0520.pdf"><img src="http://handpdx.org/blog/wp-content/uploads/2009/05/overviewthumb.jpg" alt="overviewthumb" title="overviewthumb" width="300" height="140" class="alignright size-full wp-image-771" /></a> The concepts identify possible streetscape improvements under the two street cross-section scenarios discussed in the 2005 Division Green Street / Main Street Plan.  </p>
<p>
Please note that although we are showing two alternatives (based on where we left off in 2005), we are moving forward with removing pro-time lanes where possible along Division to either return vehicle parking, create pedestrian crossings with curb extensions, enhance bus stops, or create bike parking.  </p>
<p>
We are working with Kittelson to determine what capacity is needed at the major intersections along SE Division (11th/12th, Seven Corners, 26th).  We&#8217;ll discuss their findings at CAC #4 in July.  At that time, we&#8217;ll work together as a committee to finalize the cross-section design and discuss what is needed at the various intersections.</p>
<p>
Please review the streetscape options above and provide feedback to CAC members by noon on Monday, June 1st.  We&#8217;ll compile the comments and present these at our meeting on June 3rd.  </p>
<p>
Our June CAC meeting will focus on establishing the design goals and vision for the streetscape improvements.  The goals will be presented to the community at the June open house.  </p>
<p>
Staff will develop a draft list of design goals based upon what we&#8217;ve heard from the CAC to date (in addition to anything you submit by June 1st).  We&#8217;ll review and refine the list as a group at our next meeting.</p>

<blockquote><p>TO CITYWIDE LAND USE GROUP:<br />
This year&#8217;s budget process is coming to an end.  The Tree Manual<br />
 needs your help to happen.</p>
<p>This major element in the Tree Policy work completed to date is not  a part of the Mayor&#8217;s budget request.  The Tree Manual needs to be  funded.  We need to express our support for a very minor funding request (.0003 of the total City budget) that will provide permanent value to everyone in the City.</p>
<p>The Tree Manual is a basic educational tool to inform all types of<br />
users within the City about the many values of trees and how to<br />
protect them.  It will explain how the tree code elements currently<br />
found in seven different bureaus within the City have been combined,<br />
clarified, and explained so tree policy is clarified.  As<br />
importantly, it will explain how to avoid unintentional damage to<br />
trees and the species differences that need to be understood.</p>
<p>More than 50% of the trees in the City are on private property.  The<br />
 role of trees as builders of property value, protectors of watershed<br />
 values, filters for water and air quality, habitat, temperature<br />
 managers, or simply contributors to quality of human life needs to<br />
 be compiled and shared so we can fully understand the multiple ways<br />
 in which trees make Portland the city it is.  A common source of<br />
 comprehensive information is needed for builders, developers,<br />
 homeowners, staff doing development review, contractors working in<br />
 the field, the general public, and the next generations who will<br />
 live in Portland.</p>
<p> The Tree Manual is a really minor investment to provide for the<br />
 education of current residents as well as the next generation.  That<br />
 is why one of fundamental uses of the Tree Manual will be as a<br />
 background for curriculum development in schools throughout the<br />
 City.  This educational tool for multiple users will help change<br />
 tree protection from being a source of rule making and enforcement<br />
 to its more appropriate role as preserving a valuable asset for<br />
 everyone in the City.</p>
<p> Please ask the Mayor and City Council to restore funding for the<br />
 Tree Manual to the 2009-2010 City budget.</p>

Tabor and Washington Parks, or disconnect them and use alternate storage elsewhere. This will result in higher water rates, and degrades our pristine water supply system.</p>
<p>Please attend the meeting at Glencoe Elementary this Saturday to hear what is being done and what needs to be done to advance legislative relief.</p>

The Portland City Council will be adopting a resolution supporting a no wake zone in the Holgate Channel and a non-motorized zone in the Ross island Lagoon on March  18th at 10:30. This resolution does not have any regulatory impact but will put the city on record as officially supporting this effort as we go forward to the Oregon Marine Board with a formal petition. </p>
<p>It would be great to have folks in the Audience to support this City Hall Resolution. You would not need to testify. We are just looking for a strong showing of support. We will be passing out  &#8220;Ross Island No Wake Zone&#8221; stickers at the door. We expect a quick and happy hearing. If you have time to stop by City Hall at 10:30 on March 18th to show your support that would be much appreciated.</p>
<p>To date we have received over 300 letters of support from the community endorsing this petition! </p>
<p>Thank you for all your help making Ross Island and the Holgate Channel a safer place for humans and wildlife.</p>

<p>This is a great event for neighborhood association leaders who want to network and collaborate with school parent activists who care about Portland&#8217;s public neighborhood schools and youth in our community.</p>
<p>The 9th annual Community &#038; Parents for Public School&#8217;s (CPPS) Parent Leadership Conference will offer workshops and other opportunities to help you to become more effectively involved with your student, your school, and your district. Translators will be available and a number of workshops will be presented in languages other than English. Childcare will be provided as well as a light breakfast and lunch. 			<content:encoded><![CDATA[<p>What is important to you? With every city bureau facing budget cuts, now more than ever, we need to prioritize our needs and express those to our city leaders. We are going to have to make hard decisions but we can do it from a place of respect and understanding.  </p>
<p>To create a more meaningful dialogue, members of the community will be asked to choose two focus areas from the following: parks, transportation, utilities, community development and public safety.  We, the neighborhood system, are part of the community development area. </p>
<p>There will be many opportunities for citizen participation coming up.  Here are a few ways you can have your voice heard.</p>
<p>Attend a Citywide Community Budget Forum<br />
Join City Council, Bureau Directors and your neighbors at one of Portland&#8217;s Community Budget Forums and voice your priorities for next year&#8217;s City budget. Finances are tight and your input on what programs and services are most important to keep is needed!         Saturday, February 21Floyd Light Middle School10800 SE Washington StCommunity Fair and refreshments at 9:30 AM forum from 10 AM &#8211; 12 noon             </p>

<p>Become a partner In addition to the three citywide community budget forums traditionally hosted by the City of Portland, this year, neighborhood/business/community organizations have the opportunity to partner with the City to host their own budget forum.  </p>
<p>Selection criteria will be based on the organizations&#8217; ability to recruit and bring people to the event, the organizations&#8217; capacity to organize and co-sponsor the event, and the City&#8217;s ability to address your selected budget topics. <p>Neighborhood, business and other community-based organizations play an integral part in assuring community and neighborhood livability.  Mayor Adams continues to be committed to working with Portland neighborhoods, businesses, and community organizations to provide services and information to assist in empowering residents to identify and support issues that benefit Portland. One way we can support each others efforts is to explore joint legislative objectives and work together in Salem to achieve positive results. </p>
<p>Mayor Adams is inviting you to participate in a meeting, co-sponsored by the City&#8217;s Offices of Neighborhood Involvement and Government Relations, designed to provide you with information for the upcoming 2009 Legislative Session.  An agenda has been designed to assure active participation from each of you and will include interactive polling to identify and prioritize your issues before we adjourn.
