Clinton Green Street and Sewer Construction Update:

As part of the Tabor to the River Program, Environmental Services continues construction on the Clinton Green Street and Sewer Project. This project will replace 3,800 feet of sewer pipe installed over 100 years ago, construct 24 green street planters and add two blocks of pervious paving. These improvements will protect public health, property and the environment, and reduce the possibility of sewage releases into streets, homes and businesses.

A project map is available at www.portlandoregon.gov/bes/clinton and Tabor to the River Program information is available at www.portlandoregon.gov/bes/tabortoriver.

DEVELOPMENTS OF NOTE

A detour on SE Clinton (33rd Place to 35th Avenue) remains in effect

  • For about three more weeks crews will continue to focus on public sewer pipe and manhole construction on SE Clinton between SE 33rd Place and SE 35th Avenue.
  • A detour around the work zone will be in effect and the work zone will continue to be closed to through traffic as needed during construction hours. Additionally, the intersection of SE Clinton and SE 34th Avenue will be closed when necessary.

o   Please help us maintain a safe construction zone by using an alternative route if you can, slowing down near work zones, following flagger directions, and observing all traffic control signage. Note: Eastbound bicycle traffic may want to access SE Woodward prior to the detour to avoid a hill on SE 33rd Place between SE Clinton and SE Woodward.

o   Thank you for your cooperation and patience during this important phase.

Pervious (porous) paving on SE Ivon remains on hold

  • Pervious paving on SE Ivon Street between 20th and 21st avenues and between 21st and 22nd avenues is postponed until further notice.
  • Additional information will be provided as it becomes available.

CONSTRUCTION SCHEDULE

Below is the estimated construction schedule for the next two weeks. Please be aware that this schedule is subject to change due to a variety of factors, including conditions underground, weather, traffic impacts, subcontractor schedules and availability of materials.

Week of November 10

  • SE Clinton (33rd Place to 35th Avenue) – Main public sewer pipe, manhole, and lateral construction
  • Miscellaneous finish work on several green streets throughout the project area

Week of November 17

  • SE Clinton (33rd Place to 35th Avenue) – Main public sewer pipe, manhole, and lateral construction
  • SE 34th Avenue (at Clinton) –  Construction of two green streets and corner improvement with ADA ramps
  • Miscellaneous finish work on several green streets throughout the project area

WHAT TO EXPECT DURING CONSTRUCTION

  • Construction creates noise, vibration and dust and disrupts normal neighborhood activity.
  • Typical work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday, but the contractor may schedule work during the same hours on Saturdays.
  • Please stay clear of all construction activities and keep children, pets and vehicles out of construction areas.
  • Traffic control signs are in place. The contractor maintains local access, but you should expect delays.
  • On-street parking in or near the work area may be limited. Please observe no parking signs.
  • Equipment and materials may be stored on nearby streets overnight.
  • There may be periods of inactivity between construction phases.
  • A city inspector is on-site during work hours and may be able to assist you with construction concerns. Inspectors typically wear a hard hat and City of Portland safety vest.
