City Council candidate responses – for website
Dear Candidate,
Community engagement has been a bedrock principle of Portland City government for at least
the last three decades.
The Hosford Abernethy Neighborhood District (HAND, the neighborhood association between
Hawthorne and Powell, the river and SE 29th), is asking all mayoral and city council candidates
to pledge to renew this principle in the upcoming new form of City government by passing a
Council resolution in January 2025 that:
1. Endorses the City’s existing Public Involvement Principles, which are listed as “Binding
City Policy” in administrative rule ADM-4.02

2. Promises to support and update the neighborhood association system as described in
the City Charter Chapter 3.96 Office of Community & Civic Life

chris@handpdx.org. We will track the responses via a publicly-available web page at
handpdx.org, and we will share your response with other neighborhood associations in Portland.
